No, not quite. There are alternatives to Macromedia - sorry, Adobe's package. They don't necessarily have every feature of the original, but you can still do an awful lot with them.
Firestarter From those busy people at CoffeeCup. Not as fully featured as Swish, but less pricey too.
FlashLoaded Not actually Flash software as such, but Flash components, add-ins which can be used in Flash.
MotionArtist Another one that lacks a lot of the features of the original, but OK for simple banners or slideshows.
Swish
It started off as a package just for producing text effects, but its premium product, SwishMax, is now a much more powerful application. Notable is it's attempt to produce a much easier user interface. It also boasts extensive community support. Not free, but much less expensive than Flash itself.
